Director Duan Jinchuan spent six months filming last years election campaign for village head. At outset Lu Guo Hua supports the incumbent village head Mrs. Li.

After a humiliating setback in which a woman, pregnant with her third child, runs away from Lu Gou Hua’s abortion demand, Lu Gou Hua decides that Mrs. Li is no longer his candidate of choice. Lu Gou Hua single mindedly sets about arranging a rival challenge to Mrs. Li’s election hopes.

Duan Jinchuan’s film gives unique insights into China’s first attempts at the politics of democracy and the realities of the one child policy, as well as creating a fine portrait of a small time rogue.
